Chelsea midfielder Cesc Fabregas has escaped any sanction from The FA after a review of Saturday's heated encounter.
Fernandinho was sent off after the Manchester City star grabbed the throat of Fabregas, appearing to retaliate after a slap by the Spaniard.
Fernandinho was earlier slapped with a three match ban, along with team-mate Sergio Aguero whose lunging two-footed tackle on David Luiz sparked ugly scenes at the end of the match.
Aguero will serve a four-match ban.
The FA has also now charged both Man City and Chelsea for failing to control their players in the match.
Both clubs have until 6pm on December 8 to contest the charge.
A statement from the FA read: "Both Manchester City and Chelsea have been charged for failing to ensure their players conducted themselves in an orderly fashion and/or refrained from provocative behaviour.
"It follows an incident in the 95th minute of the game on Saturday [December 3 2016]."
